We have received a copy of Hawkwell Focus. We received our copy by email and we are not sure how many residents receive these.

Adolescent Trees

The David Wilson Homes/Barratts development, which was opposed by residents and us, your Independent Ward Councillors, commenced in January 2013.

Since then we have received numerous complaints from residents that have ranged from using the unadopted part of Thorpe Road from Rectory Road as a construction access, mud on roads, road closure and rodent infestations. These problems have kept us very busy working for ALL residents. With regard to rodent infestations we have helped arrange for affected residents to have access to a prevention scheme funded by the developer.

Could we start by putting what has been said in a leaflet which has put through our doors this weekend into a local perspective?

Rochford District Council attempted to reduce the overall number of houses to be built in our District but it failed because the Conservative Government failed to be able to do away with the house building targets of the previous Labour Government.

In numerous articles on our web site we have warned and proved that there are many more developments to come in Hawkwell in Green Belt over and above the 176.

We were hoping things would quieten down and the disruption would be contained within the areas agreed by Development Committee.  Unfortunately they have not.

On Christmas Tree Farm

However it is not all bad news we do have some, most importantly –

Thorpe Road Closure – Planned Road Closure for 6 months – unmade part

With the support of our County Councillor Tracey Chapman and the MP we have been successful in getting the pedestrian access included in the Decision Notice which is posted in Thorpe Road.

We are still getting phone calls, e mails and verbal reports about issues at this building site apart from things we have seen ourselves so here is a quick update of the situation to date.

 

 

Thorpe Road Closure – Planned Road Closure for 6 months – unmade part

Still awaiting ECC decision notice and whether or not they will incorporate the pedestrian access.

Update on planning problems at Clements Gate (Thorpe Road/Rectory Road Hawkwell)

Thankfully for all it has been a slightly less busy and problematic week for complaints.

We shall briefly update the issues outstanding.

We have been concerned by a suggestion from Rochford District Council that problems and complaints on Environmental Health could be directed by residents in the first instance to an organisation other than RDC or Ward Members.

“you may wish to pass on the details of Meeting Place Communications to your constituents so that they may direct any queries or complaints they may have to them in the first instance.”

Pioneer Tree Farm

As your Ward Members we ended up voting for refusal of each of the three planning applications at Clements Gate (Thorpe Road, Rectory Road, Christmas Tree Farm, Hawkwell).  On two we were successful but on the last in September 2012 the Development Committee approved the application.

It will only be part of the unmade part.

The currently made up part will not be affected by any closure and residents with homes on the unmade part at the Rectory Road end will also be unaffected.

As your District Councillors we were aware that there may well be difficulties and concerns for our community and asked DWH to meet with us.

John and I have met today, 19 February, with Terry Armstrong (DWH) and Rob Ruffy (DWH) to explain the concerns and issues that have been put to us by residents over the past few days in respect of Thorpe Road and the other matters raised since the start on 7 January.

Problems at Christmas Tree Farm Site?

On Christmas Tree Farm

Residents have asked us who they should contact if there are problems or breaches of planning conditions during the build/construction phase of the new estate.

We hope that there are none because we took a great deal of trouble to discuss all of the potential big problems we could all forsee and make enforceable conditions with DWH before planning permission was finalised.

Having said that the build will take several years.  DWH say that there will be a Help Line provided to residents.  We have not been informed of the phone number yet.

Christmas Tree Farm, Hawkwell is Appealed to The Government

The Refusal of the David Wilson Homes Planning Application has already been Appealed to The Government.  

The Appeal for the 330 Dwellings at Rectory Rd / Main Rd / Clements Hall Way has been validated by the Planning Inspectorate and is in the initial processing stage. The Appeal reference no is APP/B1550/A/09/2118700/NWF.

Public Inquiry will be held on 27/04/2010 and could run for up to 4 days

Barratt Consults Public on 370 Houses in Rectory Road

The developer is David Wilson Homes which is part of Barratt Developments PLC.  Site Map

Rochford District Council has put forward a plan in its Core Strategy for 175 new dwellings in Hawkwell whilst David Wilson Homes is actually preparing a Planning Application for 370 houses on one of the potential sites that have been suggested to the Council.  Confused, Yes you have every right to be !!

At the same time, The Hawkwell Action Group, which is believed to have at least 300 active supporters, will also no doubt be letting them both know what it thinks about their conflicting proposals !! And also the public.

Meeting with Chief Inspector Andy Prophet

Idea 1-Media Testshot2As your representative on the District Council, John Mason met with Chief Inspector Andy Prophet and PC Steve Joynes at Rochford Police Station on Thursday afternoon.

They gave him the opportunity to talk in depth about the problems that residents have been experiencing and the concerns that they have.  John emphasised that if Essex Police see Clements Hall as a good place for the young people to congregate and they support the Teen Shelter then Essex Police must be resourced both for supervision and action to be taken about under age drinking and drinking anywhere in that area because it is banned.

DSC03201Hawkwell Parish Council has obtained permission from Rochford District Council to site this new development near the skate board ramp in the playing fields.  Residents at the Central Area Committee held at Hawkwell Village Hall last year voiced their concern but the consultation conducted in the Parish Council Newsletter did not raise any objection.  The Parish Council has the funding and it is now going ahead.

A resident has, however, found out that another teen shelter of a particular design has run into big problems and has had to be removed.  I have asked Hawkwell Parish Council to check this out before going ahead.

A DISGUSTED swimmer has slammed “filthy” conditions at a council-owned leisure centre.

The 23-year-old, who asked not to be named, said he was shocked at the state of the changing rooms on recent visits to Clements Hall Leisure Complex in Hawkwell.

The leisure centre, in Clements Hall Way, is managed by Virgin Active on behalf of Rochford District Council.

“Recently, I noticed a used plaster that had been deposited by the side of the pool. The following day, it was still there.

Art Project“On Wednesday night/Thursday morning the kids were over there [Clements Hall] drinking and shouting abuse until 1.30 in the morning. The state of the park on the Thursday morning was disgusting, spirit and wine bottles and cans.
 
Last night, Friday, 9 May was worse, the kids were still over there shouting abuse, drinking, lighting a fires until 4.15 am.”

There were over 250 youths gathered. Youths had come from Rochford, Rayleigh and possibly Shoebury, to mix with Hockley / Hawkwell youths.
 
It is now a wider problem when Year 11 students get together and consume alcohol in large numbers. It has become an annual event with no signs that it will stop in the immediate future. Clements Hall is designated no alcohol and signs indicate that, but the youths ignore it.

Hawkwell Parish Council is sitting on the fence on green belt housing development

This has been published by the parish council in its Spring 2008 Newsletter. Every dwelling in the Parish will have received a copy so I will not repeat it here (there is a Hawkwell Parish Council Web Site). 

It is a very comprehensive policy on what the parish council thinks about any future housing development in Hawkwell.

But what does it mean?

The District Council says that Hawkwell will get 365 new houses.  Where? We have already been notified a four options.

Local Residents in Hawkwell Meet to Oppose New Housing

The meeting was so well attended that the organisers, Jamie Popplewell and his neighbours in Mount Bovers Lane, asked Belchamps if they could move the meeting to the larger upper hall.  Luckily, Belchamps were happy to do this otherwise about 90 people would not have been able to get in because the small hall only held 60.

Over 150 concerned residents attended mainly because of the possible threat of new housing being allocated to the Mount Bovers field but also the threats to land at Thorpe Road and behind Rectory Road adjoining Windsor Gardens and Clements Hall.

I am writing further to our conversation this morning concerning the RDC public consultation on the LDF Core Strategy which took place in May and June of this year. 

As a District Councillor I informed residents by Newsletter that the RDC allocation to Hawkwell and Hockley was 400.  The District Council also released details of those landowners who had put their land forward for consideration of allocation for development.  You can find maps and descriptions on the RDC web site at http://www.rochford.gov.uk/rdc/main.asp?page=1101

365 New Houses for Hawkwell

365 Houses Allocated by Conservative Party to Hawkwell West but only 36 houses to Hockley

So far the only land put forward is all in Hawkwell West –  53.3 hectares = 1599 to 2665 houses at the density required by Government of 30-50 houses per hectare.

Where?

Off Thorpe Road (residential but ‘open to discussion’) 11 hectares = 330 to 550

South of Ironwell Lane 0.3 Hectares = 10 to 17

East of Clements Hall Sports Centre (‘residential or mixed use’) 14.6 hectares = 450 to 750

Magees Nursery, Windsor Gardens 3.1 hectares = 90 to150
