So what revelations do we have to report to residents this week?

You would expect that major developers would put forward a proposal for planning permission a scheme that was pretty much “on the ball” in terms of significant needs such as road closures, construction access, building compounds, change of haul route and new marketing suites etc.,

But according to RDC Officers the people that put planning applications together are then superseded by the operational people who open the site who then see that major changes need to be made hence the problems we are now trying to deal with.  The apparent lack of contact between these two groups of professionals seems astonishing.

Summary of Clements Gate, Hawkwell Update

Many residents will now have received the misnamed Hawkwell “Focus” from Barratts-David Wilson Homes.

As your Independent District Ward Councillors, John and Christine Mason, we will now give you much more information of what is going on with the issues that Barratts and David Wilson Homes left out of their glossy, expensive, news pamphlet and report on other issues covered by Barratts and David Wilson Homes but without “spin”.   We are going to cover progress with the Clements Hall Way Access, the continued use of the Rectory Road Access (not in planning approval), the so called “public “Open Space, The Rat Problem, Street Naming, the continual use of the permanent open space of the “Paddocks” for a Builders Yard contrary to the intention of a legal agreement, the inadequate width of the Rectory Road Footway and the “Estate Agents” Office.

Have you ever wondered how and why streets get called what they do?

Some are very obvious, Main Road, London Road, Esplanade, Wood End etc.

Some more obscure.

When a new road is formed certain criteria for the names are considered.  One consideration is easy spelling so that a name is unlikely to be misspelt.  Another consideration is easy pronunciation in case of Emergency.

Names that reflect subjects that can be identified with the area such as Nursery Corner are encouraged.  One big “NO, NO” are names that relate to a person who is either living or those who have been alive during living memory.

The David Wilson Homes/Barratts development, which was opposed by residents and us, your Independent Ward Councillors, commenced in January 2013.

Since then we have received numerous complaints from residents that have ranged from using the unadopted part of Thorpe Road from Rectory Road as a construction access, mud on roads, road closure and rodent infestations. These problems have kept us very busy working for ALL residents. With regard to rodent infestations we have helped arrange for affected residents to have access to a prevention scheme funded by the developer.

Could we start by putting what has been said in a leaflet which has put through our doors this weekend into a local perspective?

Rochford District Council attempted to reduce the overall number of houses to be built in our District but it failed because the Conservative Government failed to be able to do away with the house building targets of the previous Labour Government.

In numerous articles on our web site we have warned and proved that there are many more developments to come in Hawkwell in Green Belt over and above the 176.

We were hoping things would quieten down and the disruption would be contained within the areas agreed by Development Committee.  Unfortunately they have not.

However it is not all bad news we do have some, most importantly –

Thorpe Road Closure – Planned Road Closure for 6 months – unmade part

With the support of our County Councillor Tracey Chapman and the MP we have been successful in getting the pedestrian access included in the Decision Notice which is posted in Thorpe Road.

We are still getting phone calls, e mails and verbal reports about issues at this building site apart from things we have seen ourselves so here is a quick update of the situation to date.

 

 

Thorpe Road Closure – Planned Road Closure for 6 months – unmade part

Still awaiting ECC decision notice and whether or not they will incorporate the pedestrian access.

Update on planning problems at Clements Gate (Thorpe Road/Rectory Road Hawkwell)

Thankfully for all it has been a slightly less busy and problematic week for complaints.

We shall briefly update the issues outstanding.

We have been concerned by a suggestion from Rochford District Council that problems and complaints on Environmental Health could be directed by residents in the first instance to an organisation other than RDC or Ward Members.

“you may wish to pass on the details of Meeting Place Communications to your constituents so that they may direct any queries or complaints they may have to them in the first instance.”

Despair in Hullbridge Against the Imposition of 500 Houses

Christine and I went to the Hullbridge Community Centre last night, 3 January, to demonstrate our support to the residents of Hullbridge and District Councillors Michael and Diane Hoy (The Green Party). We also wondered if we would find any “magic bullets” in Hullbridge which could be of benefit to nearby Hockley who we are supporting in their objection to the Hockley Area Action Plan otherwise known as the “HAAP”.

So how many more for the Rochford District and our Ward, Hawkwell West?

In Hawkwell West we already have 176 approved which is an increase of over 10% of our housing stock in a relatively small area.

Background

The Core Strategy (CS) was adopted in December 2011 for delivery of 250 new dwellings per year over the years to 2025.

The Government Planning Inspector required Rochford District Council to undertake a revision or review of the Core Strategy to take into account a shorthfall in target numbers and years together with compliance with Government policy called the The National Planning Policy Framework (NPPF) and the housing building policy “Planning for Growth”.

Hockley Area Action Plan (the HAAP)

We are formally objecting to the Hockley Area Action Plan (the HAAP) which is published at the link below.

As District Councillors we believe that this plan will have adverse effects on the residents of our Ward, Hawkwell West Ward which adjoins The Hockley Village centre.

The Rochford Core Strategy in a Nutshell – Is it time to move out of the area?

The Core Strategy in a Nutshell can be seen in two documents; the first a table of numbers which was produced by The Hockley Residents’ Association (Chair, Brian Guyett) and the second a graphical representation of the district showing the same thing as produced by Rochford District Council.

If you don’t like what you see for your immediate locale then think of moving out fast !!

Against Homes Development Proposals in Rochford District

Emma Thomas (emma.thomas [at] nqe [dot] com) wrote a great double page spread in the Echo entitled “United Against Homes Proposal” which reported on the representations that were made by many residents’ groups across Rochford District to a Government Planning Inspector.

As an objector myself (district councillor John Mason) I came away feeling so proud that there were so many people in our community who were prepared to enter a public inquiry to make their views so well known.

But I have pondered on the question of was that enough for common sense to prevail?

Rochford District Housing Development Consultations

Rochford District Council is holding two further major consultations on its Housing Development Strategy (Core Strategy).  The public is being encouraged to comment online via its web site, by email and letter. The consultation period is 17 March to 30 April 2010.

If you are just interested in Hawkwell you can download just those sites here.

This is a surprising choice given that it is increasingly likely that the General Election will be well underway during this period.  If the Council has no choice but to do this now then these should have been conducted earlier to avoid such a distraction and possibly a low response because there are expectations of repeal if there is a change of Government.

Conservative Party Green Paper on Planning

In an effort to be first with an informed review of the latest NEWS in planning , I am publishing my immediate reaction to the new Conservative, shadow policy, on Planning.  It was published just this afternoon, 22/2. It was an interesting read of just 20 or so pages.  (That’s quite good in itself actually.) 

I think that many residents in Rayleigh, Hawkwell, Hullbridge, Rochford and Stambridge were hoping that the Conservative Party nationally would be the “white knight” which would promise to save their green belt if only they returned a Conservative Government.  May be…. may be not…. do read on.

Will a Parish Plan arrive too late for Hullbridge?

Time to show opposition to 450 planned houses, VILLAGERS need to make their voices heard about plans to build 450 new homes, a worried councillor has said.

Michael Hoy, a Green Party parish councillor in Hull-bridge, believes the village has been subdued in its opposition to the plans which form part of Rochford District Council’s core strategy for housing across the district.

He raised the issue at a recent parish council meeting, where he also called for a village plan to help shape any development and to make sure Hullbridge gets something in return from the developers.

More or Less New Houses in Hawkwell?

“Councillors are preparing to tour the Rochford District to find sites for new homes. Last week, Councillors decided they would look at about 30 to 40 locations for settlements of more than 50 homes.  They will then draw up their plan, called a core strategy, which guides development in the district. Keith Hudson (Con, Hockley Central), Councillor responsible for planning, said a possible 100 magic prismhomes, which could be built in Hockley town centre, would be included in the 350-home total required for both Hockley and Hawkwell.  Last autumn, the district council revealed its provisional plans for where the housing would go as part of its preferred options for the core strategy.  The two most contentious areas were Hawkwell and Rawreth, where residents campaigned against their housing allocations.  The District Council earmarked 330 homes for Hawkwell and 1,050 houses for Rawreth.  During the consultation, Rayleigh Town Council and Hawkwell and Rawreth parish councils all listed their objections to the plan in strong terms.”

Are there going to be Major Housing Developments in the East of Rochford and Southend?

If you need any evidence of how quickly things change in politics look no further than Southend Borough Council.

On 28 October in the Echo, Anna Waite, Planning Supremo at Southend Council on the possibility of NEW plans to build 10,000 new homes in the next 20 years on land at Fossetts Farm and Bournes Green, Southend said:

“This scheme is ill-conceived, unsustainable and very undesirable.

“I believe we should be protecting the green belt from housing developments and farming our agricultural land to sustain the population.

“I shall be opposing this proposal, which I strongly believe the residents of east Southend do not want.”
